This is our mission
DESC helps people with the complex needs of homelessness, substance use disorders and serious mental illness achieve their highest potential for health and well-being through comprehensive services, treatment and housing.

Telling the story of 2023
- The average age of our clients across all services is 47 years.
- Some 2,497 people enrolled with DESC for the first time–that’s nearly seven new clients every day.
- DESC opened a unique new building, Burbridge Place, with 124 supportive apartments.
- In 2023, DESC was preparing to open a new building in spring of 2024; was in various stages of development on three other housing properties; and was beginning to plan for the Opioid Recovery & Care Access (ORCA) Center.
- DESC was proud to bring 389 people into housing from the streets.
- Our clients participated in 18 Substance Use Disorder (SUD) group sessions and 3,149 individual SUD sessions.
- We provided 45,899 individual case management sessions to our clients.
- Staff made 441 intake evaluations.
- Staff saved lives, preventing overdose deaths by administering 351 doses of Naloxone.
- The Navigation Center served 200 people.

We welcomed guests for 118,256 shelter bednights
Clients slept inside and received services by referral in our varied shelters. The programs ranged from care at the Crisis Respite Program; emergency housing at Mary Pilgrim Inn and The Gateway in Honor of Tenaya Wright; specialized shelter at Kerner-Scott House Women’s Shelter; the West Wing Shelter and the Navigation Center.

DESC tenants enjoyed privacy, increased stability and the opportunity to work toward their own goals in apartments at 1811 Eastlake, Aurora House, Burbridge Place, Canaday House, Clement Place, Cottage Grove, Evans House, Hobson Place, Interbay Place, Kerner-Scott House, Rainier House, The Estelle, The Lyon Building, The Morrison, The North Star PSH, The Union Hotel and Keys to Home – Scattered Sites Bonus, Scattered Site (Leased) and Scattered Site (SPC).
